"The European Institute of Romania (EIR) is a public institution whose mission is to provide expertise in the field of European Affairs to the public administration, the business community, the social partners and the civil society.

Studies, training, translation and communication are EIR’s key areas:
- conducting studies and policies and strategy analyses to support Romania’s development within the European Union, and exercising its attributes as a Member State;
- organizing training activities in the domain of European Affairs;
- coordinating the translation and the linguistic and legal revision of the pre-accession acquis, of the ECHR case-law, of Romanian documents of legal nature, and setting up a consistent terminology;
- stimulating public debates on European issues."

Studies and Analyses

The activity coordinated by the Studies and Analyses Unit represents one of the key directions of the European Institute of Romania, designed to meet the current and future needs of the authorities responsible for substantiating and coordinating the integration process of Romania in the European Union.

Thus, the Studies and Analyses Unit contributes to drafting strategy and policy recommendations in order to improve Romania's capacity to fulfill the obligations derived from its status as EU Member State.

Moreover, this Unit coordinates, produces, contracts and publishes studies, information materials, analyses and reference papers in the area of European integration and implements research programs, in cooperation with similar institutions, throughout Romania and abroad.

In addition, the Studies and Analyses Unit coordinates the Working Papers series, the Romanian Journal of European Affairs (RJEA) and the EIR Newsletter.

The end beneficiaries of the research activity are the Government of Romania, particularly the Ministry of Foreign Affairs, as well as the ministries, governmental agencies and public institutions involved in Romania's integration process in the European Union.

Consortium: EIR (Projects Unit, Training Unit) and the Ministry of National Education

The purpose of this project is to provide at national level training sessions in European Affairs for 323 teaching professionals. The courses will take place in the training centres in Bucharest, Timişoara and Bacău, with each centre being allocated its neighbouring counties. Thus, participation is ensured for teaching personnel from all 41 counties of Romania and from the 6 sectors of Bucharest. The teaching professionals involved in the project will make up a group of national trainers, which will aim to promote, update and modernise the contents and teaching methods of lessons on the European Union, its policies and institutions and on the citizens’ obligations and European citizenship.

Selection of host structures for the Information Centres of the Europe Direct Network 2013-2017

Implementation period: 2013 – 2017 (Framework Agreement)

According to the provisions of the Partnership Framework Agreement (PFA) No. AC9/2013-2017, concluded on 27 March 2013 between the Representation of the European Commission (REC) in Romania and EIR, the Institute is the host institution for the Europe Direct Information Centre (EDIC Bucharest)

The PFA is concluded for a 5 year period (2013 - 2017) and Specific Agreements are to be concluded for each year providing the annual activity plans for EDIC Bucharest approved in accordance with procedures laid down in PFA. As host structure, EIR coordinates and implements the specific EDIC Bucharest activities: basic information services, management of the website content, an electronic newsletter, editing and issuing publications, production of promotional materials for promoting EDIC Bucharest etc.

The activity of EDIC Bucharest started on 1 January 2013. The official launch of the Centre took place on 8 March 2013 with the debate Gender equality: guarantee for economic growth and a sustainable society, an event organised in partnership with the Representation of the European Commission in Romania and the Information Bureau of the European Parliament.

"Building Bridges Between National Perspectives on the European Union

Duration: December 2014-March 2016

Context
The European Union is facing an essential dilemma. On the one hand, its need for further integration is urging; on the other hand, European citizens have a growing feeling that they have no say over the future of the European project. Increasing the EU’s legitimacy is a core priority for the new European leadership. One of the reasons of the growing distance between European citizens and the EU project may be that there lacks a refined appreciation of what the various national visions are over the EU. Moreover, the EU is failing to come up with new initiatives, which would foster strong support among the citizens.

Objectives
Called “Building Bridges Between National Perspectives on the European Union”, it aims to address those challenges. It fosters an analytical and educational approach. The project aims to stimulate the public debate around national experts on the relationship between their member state and the EU and on the future of the Union. This project helps confront their visions with others’ from different member states, but also those of people from different horizons.

Content
The project gathered 28 experts on European affairs, one from each member state. Each focuses on the perspectives of his/her member state. The project generated four workshops in Warsaw organised by the Polish Institute of International Affairs (PISM), in Madrid organised by Real Instituto Elcano, in Brussels and in Paris organised by Ifri, and two public conferences in Prague organised by EUROPEUM and in Brussels organised by Ifri. Each workshop gathered several experts of the group as well as local participants. All along the project, the video series ""Building Bridges Conversation Series"" each time brings two experts who debate their national perspectives on the EU.

All contributions are gathered in an online publication also containing a comparative analysis.
